It was a simple fix for me. Note that the account is on Office 365 not on premise Exchange and we have 2 factor authentication. Search for Settings in Windows > Access work or school > Select Work or school account > disconnect. Then launch Outlook again, it works ok Then choose Mail from the left and choose Sync email. The POP3, IMAP4, and SMTP server name and other settings you may need to enter are listed.
